Send email to Admin when a new user signs up

So I wanted to test this configuration feature and changed it from the default (N) to Y.  Sure enough, the admin email account received a message for each new user signup.  Decided to turn it off by resetting it back to (N) and of course saved the change.  The messages kept coming so I'm wondering if the configuration data is cached somewhere?

Hi fiatlux,

It appears that the config in the admin site Global Configurations Send email to Admin when a new user signs up? might sill be sending emails as it's hard-coded in the files.

Will have to look at this sometime.

I looked in the database and the table shows the correct N value.  What php or other file would I examine to review the coding?

So I found the code for the table newuser_admin_info and set it back and forth between Y and N.  I even tried Z lol!  Changing the value made no difference as I continue to receive a couple of messages for each new user signup.  So I thought there must be a cache somewhere that is holding the value.  I cleared /temp/templates_c, which used to work in the 2.5.5 template but had no effect in this one. 

There must be a reason why changing the value in the source code or directly inside the database makes no difference; the notifications continue unabated.

Try this, it seems to be working.

Find this in savesignup.php on line 765:

if ($config['newuser_admin_info'] == 'Y') {
Change to this:

if (isset($config['newuser_admin_info']) && ($config['newuser_admin_info'] == 'Y')) {
