Add Membership Privileges to New Directory

Not sure how to ask this correctly, but I would to know how to go about adding a completely new folder within the osDate install directory and apply membership privileges to it.  To start off, I only have this on a local install, using XAMPP, so there is no link. I am using the newest version of XAMPP (1.8.3) and the latest version of osDate (2.65).
I found this link and was wondering if this was along the lines to what I am searching for:
To explain it a little further: What I am trying to accomplish, is to install WordPress to a WPRESS directory and only allow Gold or Silver members access to its contents. Or, if I were to just have HTML files in the new directory and only allow paying members access to them.
What I am basing this off of is the “Forums” and the “Chat” features currently available. They work exactly the way I am looking to make this happen. If the checkbox is empty in the admin panel, there is no option for the user to click for either feature. But if the “Gold” member signs in, they will see an option to CHAT or for FORUMS. I would like to do something with games, etc. and would like to use this similar functionality.
I hope I explained this right.
